Preparedness          

Historically, emergency management has focused on the preparedness phase (Godschalk and Brower, 1985), which involves pre-disaster formulation of plans and procedures such as staff training, citizen education and organization of disaster drills. Preparedness is a "state of readiness" according to our textbook. This week presents this important phase of emergency management.
